La Rose Noire Foundation, Inc., in partnership with the Department of Transportation (DOTr), conducted a community livelihood training session on August 24, 2026, at the Malabanias Covered Court, benefiting 22 local participants.

The initiative specifically targeted families whose daily livelihoods are directly affected by the ongoing implementation of the DOTr and Philippine National Railway (PNR) North-South Commuter Railway Extension (NSCR-Ex) Project. The program aims to restore and enhance the income-generating capacity of displaced project-affected persons to at least pre-project levels through accessible, practical skills development.

Led by Jemar Bernardino, Training Specialist and Livelihood Coordinator of the La Rose Noire Training Center, the workshop focused on micro-enterprise culinary skills featuring non-bake recipes designed for easy, low-cost home production. Participants learned hands-on techniques for preparing Kamote Doughnuts, Cake in a Jar, and Naan Bread—products selected for their minimal equipment requirements and strong marketability.

By focusing on accessible recipes that require no commercial ovens or specialized tools, the program ensures that participants can immediately apply their new skills at home. This practical approach enables families to launch home-based food businesses, generating immediate income while supporting long-term economic stability within the community.

Through ongoing collaboration with government agencies like the DOTr, La Rose Noire Foundation continues its commitment to community upliftment, economic empowerment, and sustainable skills training across local communities.
