MOU SIGNING BETWEEN LA ROSE NOIRE FOUNDATION INC AND CITY POPULATION, GENDER AND DEVELOPMENT OFFICE OF MABALACAT

August 5th, 2025

On August 5, 2025, the La Rose Noire Foundation, Inc. and City Population, Gender and Development Office (POPGAD) renewed their partnership by signing a Memorandum of Understanding (MOU). This agreement reaffirms their shared commitment to empowering the youth and developing the community in Mabalacat City.



The renewed collaboration will continue to pave the way for impactful programs, including scholarships and training initiatives for underprivileged youth, along with community outreach and sustainable livelihood projects for marginalized sectors.



A long-standing partner of the city government through the POPGAD office, La Rose Noire Foundation remains dedicated to its mission of improving the social and economic well-being of vulnerable groups. With the guidance and support of POPGAD, both parties aim to create inclusive opportunities that provide young Mabalaquenians with the skills and resources they need to succeed.



This year's renewal further strengthens their joint efforts in promoting Gender and Development (GAD), Responsible Parenthood and Family Planning (RPFP), and Adolescent Health programs, fostering a safe, empowering, and nurturing environment for the youth. Together, they are committed to a dynamic partnership that will deliver meaningful change to the lives of Mabalacat's families and communities.



Present at the MOU signing were Ms. Pamela Angelie Flores, Executive Director, and Ms. Shyrrel Canlas, Head of Foundation of La Rose Noire Foundation, Inc. Representing the city government were Mr. Charlo G. Costales, City Population and GAD Officer, and Ms. Zafyr C. Aquino, Acting Assistant Department Head.
