As part of the continuous effort to strengthen ties and collaboration for the welfare of the citizens of Mabalacat City, a meaningful meeting was held at the La Rose Noire Foundation, Inc. on January 23, 2026.



The meeting was attended by representatives from the LGU of Mabalacat City under the leadership of POPGAD Officer Charlo Costales, alongside Merla De Leon from the City Human Resource and Management Office, City Assessor Socorro Valerio, and Population Program Officer III Jenalyn Arguelles. Representing the La Rose Noire Foundation, Inc. were Head of Foundation Ms. Shyrrel Canlas and Social Worker Ms. Christa Sagcal.



During the meeting, various opportunities for an expanded partnership were discussed, including training programs for WE LEAP beneficiaries, initiatives for the women of Mabalacat City, the establishment of the POPGAD Academy, and the Scholarship Program of the La Rose Noire Foundation, Inc.



This meeting serves as a testament that through collective action and strong support, it is highly possible to develop programs that truly address the needs of the community and open up more opportunities for everyone.
