On November 28, 2024, Angeles City celebrated a monumental milestone with the USAID Opportunity 2.0 Site Handover Ceremony: Torchbearers of Positive Youth Development.



This event honored the unwavering commitment of the La Rose Noire Foundation, Inc. (LRNF) and its partners in empowering out-of-school youth through education, employment, entrepreneurship, and engagement. The ceremony symbolized a handover of responsibilities and leadership, with LRNF taking the torch to sustain and expand second-chance opportunities for Filipino youth.
